            To Whom It  May Concern,

 

            Recommending Osman Eldar DONMEZ is a great pleasure for me. I would give my frank opinion regarding him who has been working for the State Planning Organization, Directorate General for the European Community Affairs as a specialist in agriculture since 1987.

            I can easily say that he has a remarkable character as well as he is an intelligent person. He has been popular among his friends and has an ability to establish immediate dialogue in his relations. He can do his works accurately without neglecting even a small part. He is also serious in team work and able to achieve the goals.

            To Whom It  May Concern,

            I hereby declare that Mr. Osman Eldar Donmez is registered student of Middle East Technical University’s Department of Mechanical Engineering, studying doctorate (Ph.D.) in the field of European Community Law. According to the University’s Post Graduate Regulation (published in Official Journal dated 25 October 1990 no:20676) he has to take 12 courses and to pass examinations by obtaining at least 75 point out of 100. He has already been successful at 6 of the lessons of the first half-year;(records enclosed ) and if he be successful at the other 6; he will be taken to the “sufficiency examination”. If he is thought as “sufficient” by the Board, he will start his particular research under his supervisor’s control which he has to complete within three years. Finishing his research and writing an original doctorate thesis, he has to council it before a jury of professors. If the doctorate thesis is accepted by the jury, he will be given the title of “Doctor of Laws In The Field Of European Community Law”.

            I, personally, can see no reason to refrain him from doing his research for his doctorate thesis at any European Community University or Institute since he has been awarded with Jean Monnet scholarship by the Commission Of The EC. Furthermore, he will be benefited of easy access having easy access to the valuable sources.

            I have known Mr. O. Eldar DONMEZ for seven years. I first met him when he took  Private International Law course from me in which he did an outstanding job, making a perfect score. He later took several other courses offered by me and performed well in all of them.

            I am glad that I had such student, therefore my recommendation is in favor of his admission. I think overseas study will broaden his perspectives in the field of his study.

            I am writing you to introduce Mr. O. Eldar DONMEZ for post-graduate study in your university.

            I have known Mr. DONMEZ for two years in my cources in Middle East Technical University. He has been one of the best students I have ever met at the undergraduate level. He took two AAs in my lectures. His ability to learn is expectional. I was also strongly impressed by the way he posed his problems analytically. His potential ability in fields of research and training might be considered as outstanding. Since I observed him as a student full of willingness and self-confidence to write and express himself in group studies. He was among the top five out of fifty students in my classes. I think that Mr. DONMEZ is able to develop his own skill further and prepare himself much better for an academic career. Indeed, he not only possesses an academic background but also a personal motivation and adaptability needed to continue his future studies in the United States.  These general assessments of Mr. DONMEZ is not only in my opinion but also shared by the other faculties in Department Of Mechanical Engineering in Middle East Technical University.
